Nellsa was born in rural Church Point, LA on February 19, 1949, to the late George (Sr) and the late Cecilia Pappillian LeCompte. She was one of 11 children and was preceded in death by 4 siblings; George Jr, Jacob, Joseph, and Linda Marie.
The family moved to Lake Charles, LA where they became a member of Sacred Heart Catholic Church. She attended Sacred Heart Catholic School until graduation. Nellsa worked several different jobs prior to entering the Navy, the Marine Corps and the Air Force Reserves and obtaining honorable discharges from each. After returning to Lake Charles, she started working with the US Postal Service where she retired after 30 years of employment.
She married Vernon Rachal on February 7, 1990, and remained faithfully married until her death. They were blessed with the birth of their son, Valentiane [Tan] Rachal. Later they relocated to Texarkana, TX, along with her mother. They joined Sacred Heart Catholic Church, where she remained a faithful member until her passing. Her favorite pass times included thrift shopping, arts and crafts, gift-giving, watching the news for the cities of Texarkana, Lake Charles and Cane River, watching the LPB channel, crime dramas, reading mystery novels, and she loved camping. She was a Cub Scout and Boy Scout leader while her son attended each. Nellsa also volunteered at her church.

Nellsa was called to her heavenly home on October 15, 2024, while at home surrounded by her husband and son.
She also leaves to cherish her memories two bonus children: Debra and Michael and one bonus grandson: Kendall, her siblings: Jude Reginald (Ida), Ronald (Faye), Joseph Arnold, Hayward, Marilyn LeCompte Edwards, and Melinda and two very special great nephews--Travis and Travon Melbert; and a host of nieces, nephews, other relatives and friends.
